If you’re a Florida homeowner renewing your insurance or shopping for a new policy through Citizens, there are a few important updates to be aware of. As of March 20, 2025, Citizens Insurance has released updated versions of the 4-Point and Roof Inspection forms. These changes are designed to improve documentation and clarity—but they also mean that inspectors and insurance agents need to be using the most current forms to stay compliant.

Good news: we’ve already updated our inspection software and processes to match these new requirements, so any inspection we do moving forward will meet the latest Citizens standards.

Here’s a quick breakdown of what’s changed:


Minimum Photo Requirements

Inspectors must now include a clear photo of the temperature pressure relief (TPR) valve on the water heater. This is to ensure the valve is present and properly installed—an important safety feature.

Electrical System

If the home has single-strand aluminum wiring, documentation of remediation now must be provided and certified by a licensed electrician.

Citizens has also expanded the Supplemental Information section to include additional wiring types, helping to clarify the electrical system setup in older homes.

HVAC System

The form now separates a previous question into two parts:

• Is a wood-burning stove or central gas fireplace present?

• Was it professionally installed?

This gives underwriters a better understanding of any potential hazards.

Plumbing System

New questions have been added to gather more detail about the plumbing system, including:

Age of the piping supply system

Age of the water heater

Age of the drain piping, with options to mark if it’s original, partially re-piped, or fully re-piped

Year PEX piping was installed (if applicable)

• Additional pipe material types are now listed

Roof

If an inspector checks “Yes” to visible signs of roof leaks, they are now required to expand on the details. This gives the insurance company more context when evaluating the roof condition.
